(1) For determining the number of persons belonging to the backward classes in the population of every Panchayat area in Uttar Pradesh for the purposes of reservation of seats and offices of Chairpersons in the Panchayats, a survey shall be conducted in the manner hereinafter provided.
(2) An Enumerator appointed for an area shall prepare a list of all the houses of persons belonging to the backward classes situate in such area and
