(1) A special meeting of the Gram Panchayat shall be convened for electing the members of committee, in which the elected members of Gram Panchayat shall present their .candidature for the membership of each committee.

FUNGTIONS) RULES, 2002 599 ‘“.ee?i;tge by joint signatures of the Pradhan and the Secretary of Gram Panchayat the same shall be pasted on the notice board of the Gram Panchayat day, and one copy each shall be sent to the concerned Block Officer and Zila Panchayat Raj Adhikari within three days.
4 Resignation of Members [Section 110(a)(v)]—(1) A member of a comtee with @ right to vote, may resign from the membership of the committee by handing over his_resig.nat.ion in writing addressed to the Chairman of the committee: If the resignation is not withdrawn within a week of its submission, the resigning mc.ember chall cease to be a member of the committee after the apiry of the period of one week from the date of submission of the resignation.
@ A Gram Panchayat may, by a resolution supported by not less than worthird of the total members, remove from the membership of the committee any member who has a right to vote.
(3) If a vacancy occurs in the membership of a committee due to death, resignation of removal of a member thereof, or due to his ceasing tobe a member under sub-rule (4), it shall be filled by election in the manner provided in Rule 3.
(4) The term of the members of a committee shall be co-coterminous with the term of the Gram Panchayat.
Provided that a person elected by the Gram Panchayat to be a member of the committee shall, on ceasing to be a member of the Gram Panchayat, also cease to be a member of the committee.
Provided further that the committees functioning on the date of commencement of these rules shall continue to function for the remainder of the term of the Gram Panchayat.
5. Provision for special invitees in the Committees [Section 110QW)]—
(1) Users or such nominated persons from the user groups, related to the functions to be performed by the committee, and other subject matter- specialists, may be invited by the Chairman in the meeting of a committee as the special invitees :
Provided that such user or such nominated persons from the user groups, to be invited as special invitee, should be a resident of the area of the Gram Panchayat concerned and should not be in arrears of any tax, fee, rate or any other dues payable by him to the Gram Panchayat or any of its committees :
- Provided further that number of such special invitees shall not exceed seven in any meeting.
" (2) Special invitees shall have e committee but shall have no rig the right to participate in the meetings of ht to vote on any resolution.
