(1) An elector who desires to be nominated as a candidate at an election under clause (iv), (v) or (vi) as the case may be, of sub-section (1) of section 5 of the Act, shall 48 Deliver either in person or by his proposer or seconder to the Returning Officer on. the date within-the time and at the place specified the notification under sub-rules (2) and (3) of rule 12, a nomination paper duly completed in Form III.
(2) The nomination paper shall be subscribed by the candidate himself as assenting- to the nomination and also by two electors as proposer and seconder.
(3) On receipt of a nomination paper the Returning Officer shall forthwith endorse thereon the date and hour of receipt and shall forthwith reject those nomination papers which are not received by him on the date, within the time and at the place appointed in the notification under sub-rule (2) of rule
12.
(4) The Returning Officer shall cause to be posted a notice in Form IV of nominations received and not rejected under sub-rule (3) at a conspicuous place in his office.
