(1) Whenever an election under clause(iv),(v) or
(vi) of sub-section (I) of section 5 of The Act becomes necessary at a general election of members of the Board or to fill any casual vacancy, the .State Government shall issue a notification in the official Gazette calling upon the electors concerned to elect a member or members before a date to be specified in the notification.
(2) As soon as may be after the publication of a notification under sub-rule (1) the Returning Officer shall by notification in the official Gazette appoint–
(a) the date for making nominations which shall be a date not earlier than the eighth day after the publication of the notification under this sub-rule ;
(b) the date for scrutiny of nominations which shall be a date not later than the third day after the date for making nominations;
(c) last date for withdrawal of candidature which shall be the third day after the date of scrutiny for nominations fixed under clause (b) ; and
(d) the date by which ballot papers after voting shall reach the Returning Officer which shall be a date not earlier than the fifteenth day after the last date for withdrawal fixed under clause (c).
(3) The notification shall also state that nomination papers shall be received, at the office of the Returning Officer between the hours of 10 a.m. and 3 p.m. on the date fixed under clause
(a) of sub-rule (2) and the scrutiny of nominations shall commence at the office of the Returning Officer on the date fixed under clause (b) of the said sub-rule at 10 a.m.
