Section 21: Vong [Secons 13(2), 40(2)(i) and 40(2)(xxxi-a)

(l) Every voter shall have as many votes as there aremembers to be electedon behalf ohe electorate and shall havethe right to exercise such votes by pung mark against the names of as many candidates as there are members to be elected but no voter shall give more than one vote to any one candidate :

Provided that no Ballot Paper shalt be rejected merely on the ground that a voter has put more than one mark against the name of a candidate and in such a case only vote will be counted.

(2) Everyvoterwishingtorecordhisvoteshalldosoinpersonandnotby proxy.

(3) If the Presiding Ocer is sased that owing to blindness or other physical inrmity a voter is unable to recognise the symbol on the Ballot Paper or to make a mark thereon without assistance, the Presiding Ocer shall record the vote on the Ballot Paper on his behalf and in accordance withhis wishes and then, if necessary, on the request of such voter shall fold the Ballot Paper so as to conceal the vote and shall insert it into the Ballot Box.

(4) The Presiding Ocer shall keep a record of the cases assisted by him under sub-rule (3) but, in such a record he shall not menon as to for whom the vote has been recorded.

(5) The Presiding Ocer at Polling Staon, shall when he is so requested by a voter, explain to him the instrucons supplied with the Ballot Paper for the recording of votes.
