(1) As soon as may be aer the commencement of the Uar Pradesh Krishi Utpadan Mandi (Pratham Sanshodhan) Niyarnavali, 1977 and every me thereaer, whenever elecon is to be held for all or any of the constuencies menoned in Rule 3, the District Elecon Ocer shall subject to the direcons of Director of Elecons call upon all or any of the constuencies of a Market Area, as the case may be, to elect member or members of the Mandi Sami.
(2) The District Elecon Ocer shall, subject to such direcons as may be issued by the Director of Elecons, also appoint—
(a) thedate,placeandhoursformakingnominations;
(b) thedate,meandplaceforscrunyofnominaons;
(c) thedate,placeandhoursforwithdrawalofcandidature;
(d) thedateordateson which and thehoursduringwhichapoll shall,if necessary,betaken.
(3) The Returning Ocer shall give public noce of the dates, place and hours appointed under subrules (1) and (2) in such, manner as may be specied by the District Elecon Ocer.
(4) The Returning Ocer shall also specify in the noce under sub-rule (3) the number of persons to be elected from each constituency and place of polling for each constuency.

10. Nominaon for elecon. ---(1) On the date xed, in that behalf under clause fat of sub rule (2) of Rule 9, each candidate shalt either in person or by his proposer or seconder, deliver to the Returning Ocer a nominaon paper duly completed in Form I during the hours xed under the said clause.
(2) Every Nominaon Paper shall be signed by two persons qualied to vote, as proposer and seconder respecvely, and the candidate shall sign a declaraon on it expressing his willingness to stand for elecon.
(3) The same person may sign as proposer and seconder, as many nominaon papers as there are members to be elected from a parcular constuency.
(4) Eachcandidateshallbenominatedbyaseparatenominaonpaper.
(5) Where a candidate is a member of the Scheduled Castes, the Nominaon Paper shall be accompanied by adeclaraon subscribedby him stang that heis amemberohe Scheduled Castes and specifying the parcular caste to which he belongs.
(6) The Returning Ocer /tall on receiving a Nomination Paper, enter in the Nominaon Paper its serial number and shall endorse thereon the date on which and the hour at which the nominaon paper was delivered to him.
(7) NominaonPapersreceivedaerthedateandthemeappointedunderclause (a)ofsub-rule(2) of Rule 9 shall be rejected.
10-A. Elecon Agent [Secons 13(2), 40(2)(i) and 40(2)(xxxi-a)].---(1) A candidate at anelecon may appoint in wring any adult person to be his Elecon Agent and noce of such appointment shall be given to the Returning Ocer.
(2) An Elecon Agent may perform such funcons, in connecon with the elecon as are authorised by or under these rules to be performed by an Elecon Agent.
11. Deposit on nominaon (Secons 13(2), 40(2)(i) and 40(2)(xxxi-a)] At or before the me of delivery of a Nomination Paper each candidate shall deposit with the Returning Ocer a sum of rupees twenty-ve in cash :
Provided that incaseof a Scheduled Castecandidate seeking elecon against a reserved seat the amount of deposit shall be rupees twelve only.
(2) No candidate shall be deemed to be duly nominated unless, the deposit referred to in sub-rule(1), has been made.
(3) If a candidate by whom the deposit referred to in sub-rule (1) has been made withdraws his candidature in the manner and within Rule 16, or if the Nominaon Paper of such, candidate is rejected under Rule 15 the deposit shall be returned to the candidate and in case candidate dies before the commencement of the poll, such deposit shall be returned to his legal representaves.
(4) If a candidate by whom the deposit referred to in sub-rule (1) has been made is not elected and the number of votes polled by him does not exceed one-fth of the total number of votes polled divided by the number of members to be elected, the deposit shall be forfeited to the Board.
(5) For the purpose of sub-rule (4) the total number of ballot papers counted, other than rejected ballot papers, shall be deemed to be the total number of votes polled.
(6) The deposit made by a candidate shall, if it is not forfeited under sub-rule (4), be returned to the candidate as soon as may be aer the publicaon of the result of the elecon.
