The character of a candidate for direct recruitment must be such as to render him suitable in all respects for employment in the service and it shall be the duty of the appointing authority to satisfy himself on this point.

Explanation. - Persons dismissed by the Central Government or any State Government or a Corporation owned or controlled by the Central Government or a State Government shall be deemed to be unsuitable for employment for the purposes of this rule.
