(1) The details of the beats to be allocated shall be submitted to the beat allocation committee by the District lever fisheries officers through Director, fisheries after the discussion with the departments Concerned with the water reservoir, which shall invite tender for this purpose.

(2) The directions regarding tender shall be determined by the concerned departmental secretary of the State Government (the department which is proceeding beat allocation) with the consent of Fisheries department (if fisheries department is not allocating the beats).

(3) Other Procedure of tender shall be followed according to the 11 Uttarakhand Procurement Rules,2008.

(4) The term of contract of beat shall be of five years and term shall be calculated by including the duration till the next

30thJune.

(5) It shall be necessary to submit the consent letter for the consent of condition of the tender, security amount and certificate regarding the background of the institution and status certification given by the District Magistrate of concerned district along with the tender by the tenderer unit participating in the tenders. The tender of the concerned tenderer shall not be opened and also not considered the tender on not submitting such certificates.

(6) The order and license regarding the consent of contract of fishery management and fisheries evacuation of water reservoir shall be issued by the head of department of the concerned department on thebasis of recommendation of the committee provided in rule 7 after the approval of the State Government (Concerned department).

(7) Licence for the contract of fishery management, Fishing and fish evacuation of concerned water reservoir tothe executive institutions /persons shall be issued in the prescribed form (As per annexed in appendix IV).

Right of Beat Allocation

9. The State government may constitute a committee in the chairmanship of Director, fisheries for the beat allocation in existing rivers in the plain area, which consist the following:-

(1) Departmental officer of the rank below than Director, fishery and Joint Director/deputy director, fisherymember Secretary;

(2) District magistrate of concerned district/ their representative –Member.

(3) Representative of other concerned department like irrigation,forest,Revenue,Panchayat,NagarPalika etc, autonomous institution- Member Beat Allocation in the rivers of plain area and
