>U) Trie rules and orders • for the time being in fores applicable to the officers and savants, .holding posts of corresponding scale of pay under the Central Government, shall regulate the conditions of service in respect of allowances, house rent allowance, have, joining rirne pay, provident fund, gratuity, age of superanuuadQn and other conditions'of service of the employees of the Council.

£2) In respect of aay matter not covered by these Regulations, the employees of the Council shall be governed "by such rules or orders as may be applicable to the officers and servants of the Centra I Government.
