(1) The State Government may, by notification, make rules for carrying out the purposes of this Act.
(2) In particular, and without prejudice to the generality of the foregoing power, such rules may be provided for all or any of the following matters, namely,—
(i) the manner in which an inquiry is to be made for removal of the Chairperson or any other Member of the Commission;

(ii) the terms and conditions of service of the Secretary of the Commission;
(iii) the manner of regulating service conditions of the employees of the Commission;
(iv) any other matter, which may be, or is required to be, for the purpose of this Act, as may be prescribed.
(3) All rules made under this Act shall be laid before the State Legislature for not less than fourteen days as soon as they are made and shall be subject to such modification, if any, whether by way of repeal or amendment, as the State Legislature may make during the session in which they are laid or the session immediately following.
