(1) The Commission may, with prior approval of the State Government, make regulations, not inconsistent with the provisions of this Act or the rules made thereunder in discharging its functions under this Act.
(2) In particular, and without prejudice to the generality of the foregoing power, such regulations may provide for all or any of the following matters, namely:—
(i) the manner of selection of persons for appointment to the post of Principals, Assistant Professors, Librarians and Non-teaching employees of Government aided Colleges;
(ii) the procedure for conduct of business of the Commission;
(iii) the manner of holding State Eligibility Test.
26. If any difficulty arises in giving effect to any of the provisions of this Act, the State Government may as occasion so arises, by order, do anything which appears to be necessary for the prupose of removing the difficulty.
