The outline budget so prepared under sub-rule (2) of rule 4 shall be laid before Artha, Sanstha, Unnayan O Parikalpana Sthayee Samiti for its consideration on or before the 15th November in each year on taking into consideration, inter alia, the draft budget proposals of the Gram Panchayats within jurisdiction; such outline budget shall be modified, if necessary, having regard to the observations and decisions of the Artha, Sanstha, Unnayan O Parikalpana Sthayee Samiti in the said mecting.
