)The Council shall. not later than /.5.' September of each financial year. prepare the budget of the following financial year shot details of the estimated receipts and expenditure and also the anticipated opening and closing balance of that year.

(21 1 he budget estimate shall be prepared in the form set out in the Appendix-I, and requisite number of copies shall be forwarded to the State Government.

3) copy of the budget shall he endorsed to the auditor or auditors as may he appointed by the State Government under sub-rule (21 of Rule 24.
