(1) The Council shall have the power to make regulations under the Act as shall be indicated in the rules made under the Act.
(2) The first Regulations for the purposes of this Act shall be made under the Rules made under this Act. The first Regulation shall remain in force for a period of one year from the date of its commencement or until the Council under the provisions of this Act makes new regulations, whichever is earlier.
35. The Council shall, in exercising its powers and performing its functions under the Act, be guided by such directions as the State Government may give from time to time. Regarding term and holding of office of all the non ex officio members and all other officers and employees of the Council, the Council will be guided by the Rules made under this Act and, in case of any difficulty in interpretation, by the directive of the Government.
