(1) Notwithstanding anything contained in sections 8 and 9, the Superintendent of Vaccination may, in the event of an outbreak or threatened outbreak of small-pox, direct any child or person within his jurisdiction to be forthwith vaccinated or re-vaccinated, as the case may be.
(2) For the purpose of vaccination and re-vaccination under subsection (1) the Superintendent of Vaccination may take the assistance of police, if necessary.
