Section 19: In the principal rules, in rule 30,- (A) for sub-rule (1), the following sub-rule shall be substituted, namely

"(1) A person desiring to obtain a licence for manufacture, conversion, stevedore, store for possession for sale or possession for use of Ammonium Nitrate, under these rules, shall obtain prior approval from the authority empowered to grant such licence, by submitting documents mentioned in rule 33.";

(B) in sub-rule (2), for the word “Magistrate”, the word “Authority” shall be substituted;

(C) in sub-rule (3), for the word and figures “rule 33”, the word and figures “rule 34”, shall be substituted.

20. In the principal rules, in rule 31, for the word and figures “rule 32”, the word and figures “rule 33” shall be substituted.

21. In the principal rules, in rule 33, in sub-rule (2), in clause (d), for the words “Chartered Engineer”, the words “the applicant” shall be substituted.

22. In the principal rules, in rule 34,- (A) in sub-rule 2, in clause (b), after the words "Mines Safety", the words "or Deputy Director General of Mines Safety or Director of Mines Safety" shall be inserted;

(B) for sub-rule (3), the following sub-rule shall be substituted, namely:- "(3) Fresh No Objection Certificate is not required for manufacturer or converter or store house or Ammonium Nitrate melt in tank, which is already existing at the site covered under No Objection certificate issued for the purpose by the District Authority or Director General of Mines Safety or Deputy Director General of Mines Safety or Director of Mines Safety or No Objection Certificate issued under the Explosives Rules, 2008.".

23. In the principal rules, in rule 35, in sub-rule (3), for the words "licensing authority", the words "Controller or District Authority as the case may be" shall be substituted.
