Section 21: Promotion and Efficiency

(a) all promotions to higher grade or ranks shall be recommendation of Appointment Committee, on the basis of merit-cum-seniority-cum-fitne

(b) there shall be no bar for reverting an employee from a higher post to which he may hav promoted on an officiating or trial basis, if he is not found upto the mark;
