Every empioyer of an undertaking shall within not less than thirty days before the date on which he proposes to operate the undenaking, submit to the Cliief lnspector or an lnspector duly authorised by him in this beiralf an application in Form No.l, in duplicate, for th'e registration of the undertat<ing and grant of a certificate of r.egistr;rtion :
Provided that in the case of an underta.king existin,J imnrediaiei!, before the commencement of these rules, such appllcaiion shall be mao* within sixi.y days from such commencernent :
