(1) The Chancellor shall preside overthe convocations oftheuniversity and in the case of his inability, the Pro Chancellor shall do so.
(2) The Chancellor shall constitute a Committee every five years h m the date of establishment ofthe University comprising eminent persons in the field of education to review the working ofthe University and cause its report to be laid before the Nagaland Legislative Assembly.
(3) The Committee's tenure shall ordinarily be threemonths and in no case be extended beyond six months.
(4) The University shall bear the expenditure incurred on the Committee.
(5)The Officers and Councils under this Act have an obligation to send all the notices, minutes and decisions of their meetings to the Chancellor well inadvance.
(6) The Chancellor has the powerto attend the meetings ofthe Governing Council and when he so attends, he shall preside overthe meetings of the Governing Council.
(7) The Chancellor has the power to seek h m the Pro Chancellor information on all affairs ofthe University which shall be provided to him with utmost dispatch.
Pro Chancellor
17. The President or the Chief Officer of the Trust, by whatever designation he may be called, shall be the Pro Chancellor of the University.
Powers and functions of Pro Chancellor 1 8. (1) The Pro Chancellor is the plenipotentiary of the University and has all powers in regard to the conduct of the affairs of the University in accordance with the provisions of this Act and all unspecified powers shall vest in him which shall be used formore effective implementation ofthls Act.
(2) Subject to the foregoing provision, he shall preside over the meetings ofthe Governing Council.
(3) He shallpreside over theExecutive and Finance Councils.
(4) He has the power to attend meetings of other Councils under this Act and when he so attends, he shall preside over the meetings of such Councils.
Vice Chancellor 1 9. (1) There shall be a whole time Vice Chancellor for the University who shall &tion as the Principal Executive and Academic Officer of the University.
(2) There shall be a Selection Committee to recommend the selection of the Vice Chancellor which shall comprise a nominee of the Chancellor, a nominee of the Government ofhiagaland, two nominees of theTrust and anominee of the Pro Chancellor.
(3) The recommendation of the Selection Committee shall further be considered and recommended by the Governing Council to the Chancellor for his fwd approval.
(4) The Vice Chancellor shall not hold officer beyond 65 years of age.
(5) In case of emergent circumstances where the appointment of a Vice Chancellor on the basis of a panel prepared by a Selection Committee is not possible for any reason, the Pro Chancellor, until an appointment is made in accordance with that procedure, may appoint a suitable person to function as Vice Chancellor for a period not exceeding one year.
(6) Other terms and conditions of service of the Vice Chancellor shall be as per regulations.
