(1) Subject to the foregoing provision, the Vice Chancellor shall preside over the meetings of the Academic Council.
(2) He shall,- (I) Exercise general supe~s ion and conb-01 overthe affairs of the University;
(ii) Ensure the observance of the provisions of this Act and the regulations made thereunder;
(iii) Be responsible for organi7inginshctions and maintenance of discipline inthe Universiw,
(iv). Create temporary posts for apenod not exceeding one year and abolish the same;
(v) Take such as he may deem necessary in case of any emergency and report the same to the Officer or Council or authority concerned whichwould have ordinarily dealt with the matter:
Provided that ifthe Officer or Council or authority does not approve of the action taken by the Vice Chancellor, the matter will be referred to the Pro Chancellor whose decision shall be 6nal;
Prov~ded further that the person aEected by the decision of the Vice Chancellor or the Officer or Council or authority has a right of appeal to the Pro Chancellor or the Chancellor, as the case may be, within thirty days of the decision coming to the knowledge of the affected person; and
(vi) Exercise such other powers and perform such other duties as may be assigned to him by the Pro Chancellor or any Council or Officer or authority under this Act orby any regulation.
