(1) The Academic Council shall bethe supreme academic body of the University and it shall, subject to the provisions of this Act and the regulations made thereunder, - have power of control and general regulation in regard to, and be responsible for, the maintenance of standards of education, instruction and examinations of the University.
(2) The academic Council shal I. -
(i) Make recommendations to the Executive Council with regard to creation, abolition, classification and other conditions of service of posts in teaching cadre in the University;
(ii) Formulate and modify or revise schemes for the organization of the teaching Departmentdfaculties, assign subjects to theDepattrnentdfaculties and report on the expediency of creation, abolition, division and merger of departments/ faculties;
i Make arrangements for instruction and examination ofpersons other than those enrolled in the University;
(iv) Promote research in the University and require, h m time to time reports on such research;
(v) Consider proposal submitted by the Departmentslfaculties;
(vi) Appoint Committees' for admission to theuniversity;
(vii) Recognize diplomas, degrees and other academic distinctions of other Universities and institutions after determining their equivalence to diplomas, degrees and other academic distinctions of the University;
Fix the time, mode and conditions of competition of fellowship, scholarship and other prizes and award the same;
Make recommendations to the executive Council in regard to the appointment of examiners and if necessary their removal, and the determination of their fees, emoluments and traveling and other expenses;
Make arrangements for the conduct of examination and fix dates for holding them;
Declare the results ofvarious examinations, appoint Committees or oficers to - - do so make recommendations regarding conferment or granting of degrees, honours, diplomas, licences titles and marks of honour;
Award stipends, scholarships, medals and prizes and make other awards m accordance with the regulations, and such other conditions as may be attached to the awards;
Publish lists of prescribed or recommended text books and syllabus for courses and programmes of study at the University;
Prepare such forms and registers as are, from time to time, required to he mhtained by regulations;
Report on any matter referred or delegated to it by the Governing and Executive Councils;
Receive periodic reports fromthe Boards of Studies andmake recommendations in regard thereto; and Perform all other functions assigned to it by this Act and the regulations made thereunder as well as by the Governing and executive Councils.
Meetings ofAcademic Council 3 8. (1) The Academic Council shall meet at least twice in a year.
(2) The Chairman or in his absence, the Vice Chairman or in the absence of both, the Secretary shall preside over the meetings.
(3) All meetings of the Council shall be called by the Secretary at fifteen days notice.
(4) If any three members of the Council desire ameeting to discuss a matter of urgent importance, the Secretary shall call a meeting forthwith and the requirement of fifteen days notice shall be deemed to have been waived.
(5) One-third members shall constitute quorum.
(6) A11 questions shall be decided by majority ofmembers presentandvoting.
(7) ~ a c h member shall have onevote and in case of tie, the Presiding Officer shall have an additional casting vote.
(8) If business of the Council has to be transacted urgently without waiting for a formal meeting to take place, the Pro Chancellor may authorize the circulation of questions to the members for decision, whlch shall be deemed as valid decision ofthe Council for action; however, such decisions shall be circulated at the earliest to all concerned for information and compliance.
(9) All other details relating to the conduct of meetings, function etc., of the Academic Council shall be as per regulations.
Committees of the University
39. Theuniversity shall have Finance Committee and establish other adhoc Committees whenever occasion arises.
Finance Committee
40. The following shall be the members of the F i c e Committee:
(1) The Pro Chancellor as the ex officio Chairman;
(2) The Vice Chancellor as the ex offlcio Vice Chairman;
(3) The Director-in-charge of operations of the University inNagaland as ex officio members
(4) The Finance Officer of theuniversity as an ex-oficio member;
(5) One nominee of the Governr?ent, - ~d in the Governing Council, to be named as a member by the Government ofNagaland;
(6) One nominee of the Trust in the Governing Council, to be name as amernber by the Tmt:
(7) One nominee of the Pro Chancellor in the Governing Council, to be named as amember by the Pro Chancellor; and
(8) The Registrar as the ex oficio Secretary.
(2) ~etermoftheFinanceCommit~shallrunsimdtaneo~~lywiththeGov~g Council.
(3) An ex oficio member when ceases to hold the office by virtue ofwhirh he became an ex oficio member, shall cease to be a member of the Finance Committee.
(4) Thenominatingauthorities shall have aright toreplace their nominees to the Committee at any point oftime.
(5) Casual v,acancies arising in the Committee before its recons';h~tion shall be filled for the unexpired term.
Powers and functions of Finance Committee 4 1. (I ) TheFinance Committee shall be responsible for the financial administration of the University and in doing so, shall take decisions subject to the approval of the Governing Executive Councils.
Finance Committee shall,-
(i) Examine and scrutinize the annual budget of the University and make recommendations on financial matters to the Executive Council;
(ii) Consider all proposalsfor new expenditure and make recommendations to the Executive Council;
(iii) Examine the annual accounts oftheuniversity and advise the executive Council on matters pertaining to the annual accounts;
(iv) Reviewthe financial position of the university eom time to time;
(v) Make recommendations to the Executive Council on all financial matters relating to the University;
(vi) Make recommendations to the Executive Council on all proposals involvingthe raising of funds, receipts and expenditure; and (viii Scrutinize all proposals having financial implicationspresented to it by the officers, councils and other authorities of the University and make recommendations in regard thereto.
Meetings of Finance Committee
