( I) The State Govern ment shall , fo r cart'ying out the pu rpose of prov is ions of Act; appoint officers and empl oyees as may be necessary for the efficient performance of the function s of the Authority. Then the State ., Government may establish zonal offices in such number as may be necessary , The manpower and ad mini strative requirement of the o ffices shall be determined by the State Government.
(2) The method of appointment of the otlicers and staff of the autho ri ty shall be as under:-
(i) The Road Safety Commissioner sha ll be appointed by the Government t,'om the lAS cadre not below the rank of the Secretary to the Government of Gujarat:
Provided that the Government may appoint a retil'ed lAS officer, who has worked on the post not be low the rank of the Secretary to the Government of Gujarat and who sha ll not have attained the age of 62 years;
( ii ) The l oint Road Safety Commissioner shal l be appoi nted by the Government from the offi cer not below the rank of the Deputy Secretary to Government of Gujarat :
Provided that the Government may appoint a pel'so n, who has ret ired from the post not below the rank of the Deputy Secretary to the Government of Guj arat and who shal l not have attained the age of 62 years;
( iii ) The Chief Enforcement Officer shal l be appo inted on deputation basis from amongst the Inspectors of Motor Vehi cles having minimum experi ence of 7 years;
( iv) The Regional Enforcement Officer shall be appointed on deputat ion basis from amongst the officers not be low th,e rank of the Inspector of Motor Vehicles;
(v) The Assistant Enforcement Officer shall be appointed on deputation basis from amongst the ofticers not below the rank of the Assistant Inspectol" of Motor Veh icles;
(vi) The Road Safety Co-ordinators for one or more departments, such as I-lome, Motor Veh icles, Health , Education, Roads and Buildings, Urban Development, Employment and Train ing and Information and Broadcasting shall be C lass III officers of such departments;
(v ii ) The Accounts Officer shall be appointed on deputat ion basi s from the Directorate of Accounts and Treasury, Gujarat State;
, (v iii ) The Statistical Research Officer shall be appointed on deputati on basis or from retired Statistical Research Officer of the Bureau of Economics and Statist ics; or by outsourc ing of person having master's degree in Statistics or Mathemat ics or Economics:
Provided that in case of appointment of a retired officer on contractual bases, maximum age limit shall be 62 yea rs and shall have designat ion not below the rank of the Statist ical Research Officer from the Bureau of Econom ics and Stati st ics or equivalent des ignation at the time of hi s retirement;
(ix) The appointment of Clerks shall be made by deputation or outsourcing or through appointment of a retired government employee who was not below the rank of Clerk, C lass III at the time of reti rement, on contractual basis having age not more th an 62 years;

(x) The appointment of Assistant co-ordinator, computer operator, personal assistants and other staff shall be made by outsourcing.
(3) The uniform , epau lettes, badges, head badges and strip of the officers and employees shall be of design and descri pti ons as may be speciti ed by the State Government.
(4) The sa lary and other terms and conditions of service of the offi cers and staff of the Authority shall be as under :-
(i) unless it is otherwise provided , salaries, allowances, term s and conditions of the services of the officers and empl oyees appointed other than contractual basis shall be as per the Gujarat Civil Services (General Conditions of Services) Rul es, 2002, the Gujarat C ivil Services (Joining time, Foreign Service, Deputation out of the India, Payment during Suspension, Dismissal and Remova l) Rules, 2002, the Gujarat Civil Services (Leave) Rules, 2002, the Gujarat Civ il Services (Salaries and Allowances) Rules, 2002, the Gujarat Civ il Serv ice (Pens ion) Rules, 2002, th e Gujarat Civil Services (Habitat in the residential houses) Rul es, 2002, the Gujarat C ivil Services (Trave lling Allowance) Rules, 2002, the Gujarat C iv il Services (Pay) Rules, 2002 and the Gujarat Civil Services (Disc ipline and Appea l) Rules, 1971 ;
( ii ) in case of th.e contractual appo intment of retired Government employee, the provisions of the Government Reso lution , General Admini stration Department No . REMIl 02002/UORJ82/G-2 , dated the 7111 Jul y, 20 16 shall be followed:
Provided that where the contractual appointment is made from retired lAS officer the prov isions conta in in Genera l Administrat ion Department, Circular No, A lSII 098/5302/G, dated the 24th June, 2004 shall be followed ,
Provided further that where the appointment made by the Government approved or any outsourcing agency app roved by the Government Corporation or Company or through tende r process undertaken by the Authority, the post shall be filled after the approval of the GO\'ernment on the fix ed month ly wageslrem uneration dec ided under the terms and condit ions of the contract between the Authority and th e outsourcing agency :
Prov ided a lso that the Authority may consider the increase in such wageslremuneration of employees appo inted on contractual basis after review of the performance of the employees as per the terms and conditions of the contract subject to the prior app roval of the Government.
