Haryana Gau-Seva Aayog Rules, 2019State Rules of Haryana · 2010

(1) The Secretary, shall be ex-officio Haryana Civil Service officer or an officer not below the rank of Joint Director /Deputy Director working in the Department. The Secretary shall receive pay and allowances from the grant-in-aid provided to the Aayog.

(2) The Secretary shall exercise the following powers and perform the following duties, namely:-

(i) he shall be the Chief Executive Officer of the Aayog and shall function under the Chairman to authenticate all orders / decisions of the Aayog;

(ii) he shall exercise all powers necessary and shall be responsible for carrying out the provisions of the Act, and the rules made there under;

(iii) he shall issue notice for the meeting, of the Aayog, prepare its agenda and circulate it to all the members, at least one week before the date of meeting and shall make arrangements for the meeting;

(iv) he shall draw the proceedings of the meetings of the Aayog and after getting them approved from the Chairman, forward the same to the Government and all the members of the Aayog;

(v) he shall prepare annual report, financial report and such other reports giving complete account of the activities of the Aayog during the financial year well in time and shall place before the Chairman for approval before sending the same to Government and submit the same before the 30th September of every year;

(vi) he shall inform about the vacancy of the non-official member due to expiry of his term, resignation, removal or otherwise to the Government;

(vii) he shall be administrative head of the Aayog and be responsible for the custody of the fund and ensure that all money of the fund are expended for the purpose for which they are granted or allotted;

(viii) he shall be responsible for carrying out the direction received from the Government or the Aayog;

(ix) any other powers/duties assigned by the Aayog;

4. A person shall be eligible for appointment as a non-official member, if he,

(i) is a citizen of India;

(ii) has attained the age of twenty five years;

(iii) has not been declared by a competent Court to be of unsound mind;

(iv) has not been convicted by any Court for an offence involving moral turpitude;

(v) has not been dismissed from the service of the Government for misconduct and has not been declared to be disqualified for employment in public service;

(vi) has not been declared insolvent;

(vii) has been working selflessly for the welfare, protection and preservation of cow.
