Section 9: Grant of permission

(1) The Council may, issue a letter of intent to set Up a new institution with such conditions and modifications in the original proposal as may be considered necessary. The formal permission may be granted after the aforesaid conditions and modifications are accepted and the performance of bank guarantees of the bank of the required sum is furnished by the applicant.

(2) The formal permission may include time bound programme for the establishment of the institution and expansion of the facilities. The permission may include a clear cut directions of preliminary requirements to be met in respect of building, infrastructural facilities, veterinary and allied equipment, facility and staff etc. before admitting the first batch of students. The permission may also indicate annual targets to be achieved by the applicant to commensurate with the intake of students during the following years.

(3) The permission to establish a new institution and admit students may be granted initially for a period of one year and may be renewed on yearly basis subject to verification of the achievements of annual targets and revalidation of the performance of bank guarantees.

The process of renewal of permission may continue till such time the establishment of the institution and expansion of the facilities are completed and formal recognition of the institution by the Council is granted. Further admissions are liable to be stopped at any stage unless the requirements for various steps of development are taken to the satisfaction of the Council.

(4) The Council may obtain any other information from the proposed institution as it deems fit and necessary.
