(1)Sanction of works —
(i)For extension of Low Tension (LT) network for new streetlights along the roads in Municipal or Panchayat area, the resolution to that effect shall be submitted by the Municipal Corporation/ Council or Village Panchayat concerned to the Executive Engineer or Assistant Engineer of respective area. The Department shall execute the work of extension of LT network after sanctioning the estimate as per the delegation of Technical and Financial powers of Technical Officers of the Department as per the Central Public Works Department (CPWD) Manual in force. The energy efficient LED fixtures shall be provided on poles as per requirement.
(ii) New proposals of the other Government Departments and Government Corporations for public lighting shall be submitted to the Department. The execution of such proposals shall be done only on depositing of funds with the Department by such Government - 2 - Department or Government Corporation concerned as the case may be.
(iii)The new proposals for public lighting by Central Government or under Member of Parliament Local Area Development (MPLAD) Scheme or any another Central Government Scheme shall be executed by the Department after required funds are made available to the Department on sanctioning of the estimate.
(iv) The uniformity in energy efficient streetlights fixtures and poles shall be maintained by the Department.
(2)Execution of works — The works shall be executed as per CPWD Manual and by following all codal formalities as envisaged under General Financial Rules (GFR) and any other procedure as put in place by the Government or the Department from time to time. The Department shall take all necessary approvals like clearance from Technical Advisory Committee, Expenditure Sanctions including approval of Expenditure Finance Committee (EFC) and Goa State Works Board (GSWB) wherever necessary as per the rules inforce.
