Section 27: Manner of casting votes and choice of electoral colleges

(i) Voting by proxy shall not be permitted at any election to be held under Sub- Section

(2) of section 14.

(iii) Where a voter is enrolled to more than one electoral college, he shall be allowed to vote for only one of the electoral colleges of his choice. F the voter indicates, his choice at least two days earlier to the date of poll, in Form 19 to the Returning Officer. The Returning Officer shall thereupon retain the name of the voter only in the Electoral College of his choice and shall strike out his name from the Electoral Roll of the remaining electoral colleges.

28. METHODS OF VOTING

(1) For the purpose of voting only the violet sketch pen shall be used by the voter which shall be supplied by the Returning Officer; along with the ballot paper. The use of any other pen, pencil, ballpoint pen or any other marking instrument shall invalidate the ballot paper.

(2) Voters shall mark the figure 1 in the column of "Order of preference" against the named the candidate whom the voter choose as his first preference.

(3) The voters shall indicate his further preference for the remaining candidates in the same manner as in sub-rule (1) above, by marking figure"2", "3", "4" etc. In order to preference.

(4) The voter may give his preferences to all contesting candidates irrespective of the number of candidate to be elected. For example, if there are five contesting candidates and only two are to be elected, a voter may mark preferences in an order against all the candidates of his choice.

(5) Preferences shall be indicated in Arabic numerals only i.e. "1", "2", "3" etc.

and not in any other manner.

(6) The voter shall not write his name or any word or put his signature or initials or thumb impression of the ballot paper.

(7) It shall not be sufficient to put a mark like 'O' of 'X' against the name of the candidate by the voter shall indicate his order of preference in the manner described in sub rule - (3), (4) and (5).

(8) If the ballot paper is to be held valid, it is necessary that the voter should indicate his first preference by placing figure '1' against one of the candidates. The other preferences are optional, i.e. the voter may or may not indicate the second and subsequent preferences.

(9) In the event of election taking place for all electoral colleges, separate ballot boxes have to be provided for each of the Electoral College.
