(1) Every Ballot paper shall have a counter foil attached thereto, to indicate the electoral roll part number and Serial number of the voter on both ballot paper and counterfoil and the particulars therein shall be In Hindi and Urdu languages.
(2) The name of the candidate shall be printed on the Ballot paper in the same order in which they appear in the list of contesting candidates.
(3) The ballot paper shall have a blank column against the name of each candidate where in the voter shall write down his preference.
(4) If two or more candidates bear the same name they shall be distinguished by the addition of their occupation or residence or in some other manner as the Returning Officer may prescribe.
(5) When the election to all the four electoral colleges takes place, the colour of the ballot paper for each category shall be specified by the Returning Officer.
(6) The Returning Officer may adopt the guidelines enumerated in the hand book of Returning Officer of Election Commission of India for the exact design of the Ballot paper.
30. Counting of Votes, Result an Return of' Elector-
(1) Soon after the polling is over, the Returning Officer shall cause to take up counting votes as per the procedure laid down in the conduct of Election Rules of Jharkhand.
(2) The Return of Election for each of the electoral colleges shall be furnished separately Form No. 20.
(3) The Returning Officer shall, for each electoral College, declare in From 21 the name of the candidate/candidates who has/have polled the largest number of votes and have - 12 - been elected. A copy of Form 21 duly filled up and signed by the Returning Officer shall be sent to Government and to the Chief Executive Officer of the concerned Wakf Board.
