(1) The Selection Committee shall, after taking into consideration the vacancies to be filled and classification in accordance with reservation of posts provided by or under any law or any order for the time being in force invite online applications downloading documents as specified in sub-rule (2) from the intended candidates an abstract of such advertisement shall also be published atleast in two daily newspapers having wide circulation in which one shall be in kannada.
(2) The Selection Committee shall from among the candidates who have applied in pursuance to the publication made under sub-rule (1) prepare a selection list in the order of age by treating a person older in age as senior to a person younger in age:
Provided that preference shall be given to persons who are working as NMR/Daily Wages/contract/outsource/others Pourakarmikas who have served continuously for not less than two years in the Bruhat Bengaluru Mahanagara Palike and continues to work as such on the date of commencement of these rules.
Provided further that, a person who has worked for more number of years shall be preferred against a person who have worked less number of years.
Provided also that, for considering outsourcing Pourakarmikas, there shall be an documentary evidence of having worked and paid for at least two years by the agency of BBMP towards PF, ESI and salary remittance etc., for the NMR/Daily Wages/contract/others there shall be documentary evidence of having worked and paid wages for atleast two years from the BBMP funds.
(3) The number of candidates to be selected under sub-rule (2) shall be equal to the number of vacancies notified.
(4) If the length of service of two or more candidate is equal, then the order of preference in respect of such candidates shall be fixed on the basis of their age, the older in age being placed above the younger. If the date of birth and service of the candidates is same then the selection is to be by lottery.
(5) The Selection Committee shall also prepare an additional list of such of the candidates not included in the main list prepared under sub-rule (2). The number of candidates to be included in the additional list shall be as far as possible twenty percent of the number of candidates to be selected. There shall be atleast one candidate in the additional list belonging to each of the reservation categories (horizontal and vertical) represented in the list under sub-rule (2) to the extent possible. If a candidate whose name is included in the list under sub-rule (2), fails to report for duty within the prescribed time, to that extent a candidate belonging to the same reservation category as that of the candidate who failed to report for duty shall be appointed from the additional list.
(6) The lists so prepared under sub-rule (2) and (5) shall be published on the notice board of the office of the Commissioner and shall also be intimated to the candidate and published on the respective website of the BBMP.
(7) The List of candidates selected by the Selection Committee and submitted to the Appointing Authority shall be valid till all the notified vacancies are filled or till the completion of six months from the date of publication of the selected list whichever is earlier.
