In the said rules, in rule 8, after sub-rule (2) the following shall be inserted, namely:- “(2-A) If a candidate fails to report within the said period or discontinues compulsory service without valid reason, the Competent Authority shall initiate action and recovery of the penalty under the provision of the Act and rules made thereunder.
(2-B) Candidate may appeal before the Principal Secretary to Government, Health and Family Welfare Department for Posting/transfer/ changes requests and other grievances candidate may appeal before the Enforcement Committee.” 3
