In the event of any dispute arising as to whether the shortage or excess is due to dryage or absorption of moisture or is due to other causes beyond the Warehouseman’s control, the depositor shall, on delivery of the goods stored in a Warehouse, make a written application to the state Government within thirty days from the date of delivery of goods to the depositor, indicating the shortage or excess, the reason thereof and the loss incurred by him.
