(1) The name of the Ex-member to whom a rail travel coupon book is issued shall be filled in by the Secretary befor it is issued to him.
(2) The Secretary shall get the following declaration (which shall be printed on the covering page of every coupon book) duly signed by the Ex-member before any such rail travel coupon book is issued, namely:- “I Shri/Shrimathi/Kumari............................................................................................................
hereby declare that the rail travel coupons will be used by me for journey undertaken within India admissible to me under section 2B of the Kerala Payment of Pension to Members of Legislature Act, 1976, and the rules made thereunder”.

(3) Fuel coupons shall be issued on conditions as follows:
(i) Coupons can be redeemed for fuel/Lubes at Indian Oil retail outlets and cannot be exchanged for cash;
(ii) If the value of purchase exceeds the coupon value, the difference may be paid in cash to the dealer;
(iii) Coupon is valid only till the expiry date;
(iv) Coupons are redeemable by the Ex-members or his/her representative provided the coupon is duly signed by the Ex-member.
