(i)The Secretary of the Gram Panchayat shall be the Secretary of the Committee, the Anganwadi worker of the local Anganwadi centre 'and the Asha Worker under National Rural Health Mission (NRHM) shall be the Assistant Secretary who shall assist the Secretary of the Committee in: the ad_ministrative work and shall discharge the function assigned to them by the Secretary during his/ her absence.-
(ii)If there is more than one Anganwa~Ii and Asha Worker working in the village, then the individual who possess! higher qualification amongst the Anganw'adi and Asha Worker, shall be the Assistant Secretary in case of .equivalent education -qualification, the younger in the age shall be selected.
,5. Account of the Committee.-(l) The accounts of the Committee _ shall be maintained in the following manner, namely:-
(a) There shall be maintained three scheme -wise accounts -to be operated by the Committee, the first account of the Committee shall be called as "Water and Sanitation Campaign Account", in which the receipts ofwater and sanitation, National Rural Drinking Water Prograrnnle and related funds shall be deposited in it. NIYA,M) 2010 (PR)167 account shall be operated by the joint signature of the Charrperson of the Committee and' the Secretary of the Gr<}m .Panchayat; . - .
(b) The second account ofthe Committee shall be called as "Health Fund Account", in which the funds relating to National Rural Health Mission shall be deposited. This account shall also be operated by - the joint signature ofChairperson and Asha workers. In case ofmore than one Asha workers in the village. the account shall be operated by such Asha worker who possesses higher educational qualification or in case of equal qualification, the individual younger in age shall be sel~cted to operate the said account;
(c) The third account of the Committee shall be called "Nutrition Account" and this account shall be jointly operated by the Chairperson of the Committee and the Anganwadi workers, in case of having more than one Anganwadi workers in the Village. the account shall be operated by such Anganwadi worker who possesses higher educational qualification or in case of equalcclucational qualification. the individual younger in age amongst them shall be entitled for the joint operation of the said account.
(2) The Committee shall deposit the funds received by it under the Total Sanitation Campaign, National Rural Drinking Programme, National Rural Health Mission and also from the Women and Child Development Department in the accounts separately and before disbursing the- - --'amountsjfund from:'eacn '-a'-c€oili1t;-~,it.shall:.be,compulsory::to',:obtain,:the-~-----'_:--::.:-_:- approval/ sanitation of the Committee in the meeting.
- 6. Cash Register.-The Committee shall maintain scheme-wise- three - _cash registers. First cash register to be maintained for entire transactions under the Sanitation Campaign and National Rural Drinking Water Programme. The second cash register to be -maintained for Health Fund and the third is meant for Woman and Child Development Department funds of Anganwadi Programme and the entries of the scheme-wise funds and the -funds disbursed for the schemes. the date, amount and all necessary entries thereof shall be made by the Secretary, Gram PanGhayat, Asha Worker and --Anganwadi workers-and the' records'shall-be-prepared ilrtwo 'Copies and- one------ copy shall be retained by the Secretary of the Gram Sabha.
I 7. Meetings of the Committee.-(l) The meetings of the Committee shall compulsorily be held once in a month, however a special meeting may be called as and when required.
,. (2) The notice and agenda of the meeting shall be issued under the .. signature of the Secretary of the Committee.
. (3) The date, time. agenda and venue of the meeting shall be decided by the Secretary in consultation with Chairperson.
'dl.X4) The quorum of the Committee in the;illeeting shall be half ofits total - members, if the quorum is noffulfilled then the meeting may Deadjoume-d . .? f9~~ne hour and for the purpose of.adjourned meeting- again the quorum ":shall not be required. _ _ _ , _ ,,' " - 'etll :~8. Minutes Register.-(l) There shall be one Minutes Register in the - ~S~~,~ttee. The decision taken in the meetings. shall be entered by -the ,Secretary of the Committee in the said register. Such members shan sign in ;the said register who are present in the meeting and thereafter counter signa- - tures shall be made by the Chairperson and SecretaIy of the Committee.

(2) The minutes shall. be recorded in Hindi and the minutes of the meeting shall be circulated by the Secretary to the Gram Panchayat, Block level PanchE.yat local Anganwadi centre and Sub- Health Centre also. .
