(1) The University shall design and run course and programme leading to the award of Certificate Diplomas, degree ofbachelor, master, doctoral and post-doctoral levels and other academic distinctions, under the faculties and in the subjects enumerated in the Schedule to this Act.
(2) The University, by regulation has the power to abolish or create any faculty or any cause or programme of study enumerate in the schedule without causing any detriment to the interest of teachers or students' concerned, ad any such regulation shall deemed as an amendment of this Act.
(3) 6) The University may impart instruction in regard to a course or programme of study through one more modes, which may include distance, continuing and regular modes of teaching and learning.
(ii) without prejudice to the above, the main objective of the University shall he to provide high quality professional, technical and technological m campus, class room, formal and regular course and programmes of study to the students hailing from sponsoring Bodies State in such subjects, areas an d fields of study which are generally not offered by other institution inNortheast India.
( i i The University shall especially strive to have professional, academic and other possible Link-ups and ties with various Centers of Excellence in and outside the country for promoting the standard of education provided metho-dologies of teaching and for upgrading the potentials of teaching and non-teaching staffof the University.
Power and function of Universitv.
5. Without prejudice to the generality ofthe following provision of the foregoing provisions, the Universitv shall have the following vower and function: -.
(i) TO provide for'itructions, teaching and training in all branches ofstudy and particularly for research, advancement and dissemination of knowledge through establishment of institutes, departments, schools, faculties and other centers of excellence;
To hold examination and to grant and confer certificates, diplomas, degrees and other academic distinction on those who pass the examinations, to confer honorary distinctions on men and women of eminence and to withdraw the certificates, diplomas etc, from those who had been conferred for good and sufficient reasons.
(jii To transfer the university into the centre of ~xcellence~articularl~ in the field of Science, Health sciences, Liberal & FineArts, Commerce, Law, Technical, Technology, Interfaith Religious Education management Social Work Environment Science, etc;
(N) To maintain and manage the physical and financial assets of the University in the most affected manner with a view to promoting the purposes of the University.
To appoint professors, associate professor, assistant professors, readers, lecturers and others connected with teaching with a view to imparting instructions ofveiy high standard;
To establish all physical amenities conducive to the most effected learning by the students enrolled with the University;
To instate fellowships, scholarships, prizes, medals, etc. withaviewto promotmg research and motivating study;
To collaborate, cooperate and act jointly with other organi7ationn institutions, Universities etc. within and outside India, particularly in the fields of Medical Education, Engineering, Technology, Environment Science, Law and Religion Education, FineArts etc. for strengthening research and improving the quality of instructions to students;
To dissenlinate knowledge through seminar, conference, executive, education programmes, community development programmes, publication And training programmes;
To provide consultancy to industry, Government and Public Organizations;
To establish and maintain within the premises of the University or elsewhere, such class rooms, study halls as the University may consider necessary and to adequately fiunish the same;
To receive grants, subscriptions, donation and gifts for the purpose of the university and consistent with the objects for which the University is established;
To purchase, take on lease or accept as gift or otherwise any land or building or works which may be necessary or convenient for the purpose of the University on such terms and conditions as the University may deem fit, and to construct or alter and maintain any such building or works;
To execute conveyances, transfer re-conveyances, mortgages, lease licenses and agreement in respect of property, movable or immovable, including security belonging to the University or to acquire the same for the purpose of the University;
To enter into agreements with organization which may include the Central Government, the State Government, the University Commission or other authority for receiving grants;
To accept grants ofmoney, security or property of any kind on such terms and condition a may be deemed expedient;
To raise and borrow money on mortgages, promising notes or on other obligations or security based upon all or any of the prosperities and assets of the university with or without any security and upon such terms and condition as it may deemed fit and to payout of the fund of the university, all expenditure incidental to the raising of the money and to repay and redeem any money borrowed;
( ~ ' > To invest the fimds of the University or money entrusted to the university in other such securities and in such as it may deemed fit and from time to time transpose any instrument; and
(xix) To do all other acts as the University may consider necessary that are conductive or incidental to the attainment and promotion of the aforesaid objectives.
(2) The Chancellor shall be responsible forthe distribution of the aforesaid powers and functions of the University amongst the officers, councils committee boards and other authority of the University in accordance with the provisions of this act for canying out the objectives of the University.
CHAPTER m ADMISSION, DISCIPLINE, HONOORARY DEGREE AND WITHDRAWEL OF DEGREES Secular character of University 6 . The University shall be open for study to all persons irrespective of class, caste, creed, religion, language or gender or like consideration.
Provided that nothing in this section shall be deemed as preventing the university fiommaking specialprovision for admission into courses of study in the University or for concessions in fee in favor of students who are ordinarily members belonging to the Sponsoring Bodies, namely, Nagaland Baptist Church Council and Council of Baptist Church inNortheast India.
Eligibility for admission
7. Subject to the provision in thisAcf no student shall be eligible for admission to a course or programme of study in the University unless he possesses the qualificationsprescribed in theregulations.
Residence of students 8 . Students oftheuniversity may reside in hostel maintenance or recognized by the University under such conditions as may be prescribe in the regulations.
