(1) The Government shall deploy the required staff from the Department of Animal Husbandry, Punjab for performing daily work of the Authority and they shall work for the Authority without any extra remuneration.
(2) The minimum staff required for the office of the Authority shall be Section 5(1).
Sections 3 (4) and 7.
PUNJAB GOVT. GAZ. (EXTRA), OCTOBER 12, 2021 (ASVN 20, 1943 SAKA) 2601 as under, namely:-
(i) Officer on Special Duty - 01; Veterinarian with minimum twenty years’ experience of working in the Department of Animal Husbandry, Punjab;
(ii) Office Assistant - 01; minimum ten years of regular service in the Department of Animal Husbandry, Punjab;
(iii) Clerk / Data Entry Operator - 01; minimum three years of regular service in the Department of Animal Husbandry, Punjab;
(iv) Peon-01; To be out sourced or to be deployed from the Department of Animal Husbandry.
(3) Tenure of deployment of staff with the Authority shall be for maximum three years. However, the Government shall have power to repatriate any staff before the completion of his tenure without giving any notice.
(4) However, in case of further specific requirement, the Government may depute or appoint any officer or official from the Department of Animal Husbandry, Punjab.
(5) The qualifications and experience of the experts of the consultative panel of the Authority shall be as under, namely:-
(i) Animal Health Specialist.- Veterinarian with minimum five years’ experience of working in an Animal Disease Diagnostic laboratory or working at Regional Disease Diagnostic laboratory;
(ii) Animal Breeding Expert.- Veterinarian with minimum five years’ experience of working in a livestock farm having more than one hundred adult animals or teaching the Animal Breeding subject in Agriculture or Veterinary University;
(iii) Animal Nutritionist.– Veterinarian with minimum five years’ experience of working at a livestock farm having more than one hundred adult animals or working as Animal Nutritionist at Government approved laboratory or teaching the Animal Nutrition subject in Agriculture or Veterinary University;

(iv) Veterinary Gynecologist.– Veterinarian with minimum five years’ experience of working as a Gynecologist at Veterinary Polyclinic or Hospital of the Department of Animal Husbandry or Agriculture University or Veterinary University;
(v) Frozen Semen Processing Specialist.–Veterinarian with minimum five years’ experience of working in a frozen semen laboratory capable of producing more than five lac frozen semen doses per annum;
(vi) Frozen Semen Quality Control Officer.–Veterinarian with minimum five years’ experience of quality control testing of frozen semen doses in semen station producing more than five lac frozen semen doses per annum;
(vii) Livestock Management Expert.– Veterinarian with minimum three years’ experience of working in a livestock farm having more than one hundred adult animals;
(viii) Deputy Director Animal Husbandry Department.- Veterinarian with minimum one year work experience as Deputy Director in the Department of Animal Husbandry, Punjab;
(ix) Embryo Transfer Specialist.- Veterinarian with minimum three years’ experience of working as embryo transfer specialist at Embryo Transfer laboratory of the Department of Animal Husbandry;
(x) in addition, the Authority may also seek services of the following experts on case to case basis, namely:-
(a) Artificial Insemination Specialist, who shall be a Veterinarian with minimum ten years’ experience of doing artificial inseminations and related work.
(b) Financial expert, who shall be certified Chartered Accountant having a minimum experience of five years;
(c) Civil Engineer possessing a degree in Civil Engineering and having an experience of five years; and working in Punjab Government Department; and
(d) Legal expert possessing a degree in law who is enrolled PUNJAB GOVT. GAZ. (EXTRA), OCTOBER 12, 2021 (ASVN 20, 1943 SAKA) 2603 with the Bar Association and having an experience of minimum five years as an Advocate.
(6) The consultative panel of the Authority once constituted shall work for a term of two years. However, the Authority may change or remove any expert from the consultative panel at any time.
(7) Various Committees constituted by the Authority may meet as and when required. However, the Committees related to the work of approval of semen doses for sale, certification of bulls and certification of trained Artificial Insemination workers shall meet bi-monthly to process new requests.
(8) The Chairperson shall act as per the reports or recommendations of the Committees formed by the Authority. However, the decision of the Chairperson shall be final.
(9) The Officer on Special Duty with the Authority shall be responsible for coordinating with the Committees and the Chairperson for timely conclusion of the cases.
