Before removing, pulling down or altering any building or other works under sub-section (1) of : {| section 32, the appropriate authority shall serve a notice in Form-J on the owner or occupier of the building or works, as the case may be, calling upon him to remove, pull down or alter such building or work or execute such work within such reasonable time as may be specified in the notice intimating him the intention of the appropriate authority to do so on failure to comply with the requirement of the notice.
