If it comes to the knowledge of a licensee that any person employed by him in the manufacture, storage, receipt, blending or issue of spirits, has committed in the course of employment any breach of the Act or the Rules made thereunder, it shall be his duty to report the matter to the Joint Commissioner and to comply with his direction in respect of the continued, employment of such person.
