Section 21: The Governing Cotmcil

(1) The Chancellor shall, as soon as may be, after the first Vice-Chancellor is appointed under section 47, bunstitute the Governing, Council.

(2) The Governing Council shall, in addition to the Vice-Chanoefiot, consist of ex-offirio and other members.

(3) The ex-officio members of the Go~eri~ingCouncil shall be,-

(b) the Secretary to Government, in-charge of Finance ;

(c) the Secretary to Government, in-charge of Education ;

(d) the Secretary to Government, in-charge of Law ;

(e) the Director of Medical Education ;

(g) the Director of Indian Medicine and Homoeopathy.

I . - 22. Powers of ~overnin.: Council.-The Goverr~ing Council shau have the folloxling powers, nami;ly :- I I

(1) to make statutes ilnd amend or repeal tlie statutes ;

(2) to make ordinances snd'arnend or repeal the same ;

I ' (4) to provide for instruction and trainink in such branches of learning in medical science as it may think fit ;

(5) to institute departments of study in the University in such discipline of learning in medicr.1 science as it may dcenl fit ;

(6) to provide for research and advancement and dissemination of know1edge.i~ medical science ;

(7) to institute lecturerships, readerships, profcssorsliips and any other teaching posts required by the University ;

(29) to recognise hostels not maintained by the University, and to suspend or withdraw recognition of any hostel which is not conducted ia accordance with the conditions subject to whicb such hostel was recognised ;

(30) to supervise the residence of the studekts of the University and to make , arrangements for securing their health and well-being ;
