Section 40: Procedure regarding the disposal ofappeals

( 1) On receipt of the appeal, the appellate authority shall, as soon as possible, examine it and ensure that, —

(a) the person presenting the appeal has the locus standi to do so;

(b)

Explanation.— The expression “fee that is unearned” is this rule means fee paid in connection with the registrationof the society, the filing ofa document or other service to be performed by the Registrar where such registration or filingis not actually effected or the service is not actually rendered.
