(1) An annual increment on the completion of one year of service may be allowed to a member of the Centralised Service at the rate shown in the time scale of pay in which he has been appointed, provided his increment has not been withheld as a disciplinary measure or he is not held up at an efficiency bar.
(2) Increment in a time scale will be granted to a member of the service from the first day of the month in which it falls due.
Pay during Probation.
28. A person, on probation, may be allowed his first increment in the time scale on completion of one year's satisfactory service, and second increment after two years's service when he has completed the probationary period and is also confirmed:
Provided that if the period of probation is extended on account of failure to give satisfaction such extension shall not count for increment unless the appointing authority directs otherwise.
Increment during extra-ordinary leave.
29. An increment due to a member of the service who has remained off duty on extra ordinary leave, shall correspondingly be shifted, and the period of such leave shall not count for increment.
Crossing of effciency bar.
30. No member of the savice shall be allesed to cress (1) the first efficiency bar unless his work and conduct are found to be satisfactory and his Integrity is certified and (ii) the second efficiency bar unless he has worked deligently and to the best of his ability, has given full satisfaction by his work and conduct, and his integrity is certified.
PART VII Commencement of sevices
31. Service of a person appointed to the Centralised service shall commence from the forenoon of a working day on which he reports for duty at a place in compliance with the orders of a competent authority. In case a candidate joins in the afternoon, his service shall commence from the following day.
