(1) Whenever an election is required to be held under the Act to the Office of Adhqusha of a Zila Panchayat the State Election commission shall, by notification appoint for the election:
(a) the date for filing nomination paper and scrutiny thereof which sha]] be a date at least ten days after the date of the notification;
(b) the date and time for the withdrawal of. candidature which shall ordjnarily be the third day after the date fixed for filing and scrutiny of nomination paper ; and
(c) the date on which and the hours during which a pool shall, if necessary, be taken, which shall be a date not earlier than the third day after the date fixed under clause (b).
(2) On the issue of notification under sub-rule (1) the Returning Officer shall give public notice of the election in Hindi in form I, by affixing a copy of the notice at his office and another copy thereof at such conspicuous place at the head quarters of the district and in such other manner, if any, as he may think fit and shall also cause to be despatched by post under certificate of posting, a coy of the notice to each member of his last known address.
