The Milk Commissioner shall also be the Chief Executive Officer of the Uttar Pradesh Rajya Dugdh Parishad and will perform the following functions-
(i) to prepare plans and schemes for the dairy development programmes in the State;
(ii) to put up proposals to the Board for carrying out the functions of the Board laid down under Section 6 of the Act and Rules framed thereunder;
(iii) to put up proposals before the Board for implementation of licensing system, declaration of reserved areas and fixation of price of milk in accordance with the Act and Rules framed thereunder;

(iv) to put up proposals before the Board to secure funds and to incur expenditure in connection with the discharge of the functions of the Board;
(v) to appoint such officers and employees as decided by the Board for the efficient performance of its functions on such terms and conditions as prescribed by the Board;
(vi) to exercise general control and direction over the officers and employees of the Board subject to the superintendence of the Board;
(vii) to administer and control Milk Development Fund on behalf of the Board subject to the directions of the Board;
(viii) to maintain financial accounts of the Board;
(ix) to submit returns, reports and financial statements to Government as prescribed from time to time;
(x) to execute the decisions taken by the Board;
(xi) to put up proposals to the Board for regulating and providing for the supply of milk.
