The Milk Commissioner, shall, for the purposes of Act, perform the duties imposed and exercise all the powers conferred upon him by or under the Act including the following—
(i) to authorise an officer to act as and exercise the powers of Licensing Authority under the Act;
(ii) to compound cases relating to any offence punishable under the Act on such terms and conditions including payment of composition fee, as he may think fit ;
(iii) to send proposals to the Government and to implement the decisions in regard to prohibition or regulation of sale and transport and export of milk products under Section 15 of the Act;

(iv) to send proposals to the Government and to implement the decisions for imposing milk cess on the sale or purchase or on carriage by road of milk or milk products.
CHAPTER V The Preparation and Submission of Financial Statements
8. Submission of statements of receipts [Section 27(2)(d)]—The official authorised by the Chief Executive Officer of the Board to receive the amount either in cash or crossed bank draft/crossed postal order or in any other manner on behalf of the Board to be credited in the Fund shall submit to the Board every month the following statements—
(a) statement of receipts on account of licence fee, penalties realised while compounding offences, forfeiture of security deposits in the form as specified by the Board from time to time;
(b) an authenticated copy of the bank account.
