(1) Every Statute passed by the Executive Council shall be submitted to the Board of Governors who may give or withhold their assent there to or refer it back to the Board of Governors for reconsideration;
(2) No Statute passed by the Executive Council shall be valid or shall come into force until assented to by the Board of Governors.
51. The Executive Council shall have the power to make Ordinances subject to the provisions of this Act and the Statutes and such Ordinances may provide for all or any of the following matters, namely:- Statutes how made.

(i) the levy of fee in the University and its constituent schools;
(ii) the fees to be charged for admission to the examinations, degrees and diplomas of the University;
(iii) the conditions of residence students of the University and the levy of fees for residence in hostels maintained by the University;
(iv) the conditions of recognition of hostels not maintained by the University;
(v) the number, qualification and emoluments of faculty of the University;
(vi) the fees to be charged for courses of study given by the teachers of the University for tutorial and supplementary instruction provided by the University, and for services rendered by the University offices;
(vii) the mode of appointment and duties of examiners;
(viii) the conduct of examinations;
(ix) the constitution and determination of the functions of the Board of Studies;
(x) the discipline, health and welfare of students of the University;
(xi) the constitution, powers and duties of University Extension Boards; and
(xii) all matters which by this Act or by the Statues may be provided for by the Ordinances.
